in some maps i look through in the editor, the outline of the slider is a different color from my skin, how can i do this in my own map?

In your maps .osu file, simply add this:
(By default this is added above the [Objects] section.
The numbers are RGB values, which you can look up online, the colour in the screenshot is Cyan.
