At least on Taiko & Mania, turning off the “Beatmap hitsounds” option still plays the hitsounds. The only way to turn them off is to turn sound effects off. While I’ve realized I do want to play with hitsounds, not everyone does.

That setting is for disabing the specific hitsounds that are present on the beatmap itself and not to completely disable hitsounds. With this disabled your skin's hitsounds are used.

Turn the effect sound to 0% if you don't want hitsounds.
