Problem details: The game's latency spikes up to around 10ms from the usual 0.6-1ms every 30-60 seconds or so. I only started to experience this problem when I started to use an external monitor as my primary display for my laptop. Also, I can't really use my laptop display again because of how my laptop is set up.

I have tried:
  1. Disabling Shader Cache on NVIDIA Control Panel
  2. Disabling Game Mode on Windows settings
  3. Updating Windows and NVIDIA drivers
  4. Reverting to older NVIDIA drivers
  5. Enabling Compatibility Mode
  6. Enabling Optimal/Unlimited framerate
  7. Tried both Beta and Cutting Edge releases
  8. Closing all programs besides the game
Laptop Specs:
  1. CPU: Intel Core i5 10300H
  2. RAM: 16GB 2933MHz
  3. GPU: RTX 3070

Update: Disabling the integrated graphics (Intel UHD Graphics) probably did the trick. I have been doing this for 3 days and the game seems to be running very smoothly now with lag spikes occurring only in rare cases.

Huge thanks to this video for actually fixing my solution: https://www.youtube.com/watch?v=Q_4J7L84JWw&t=127s
