[Archived] Spikes in GPU utilization along with lag

Problem details:

While playing osu, my FPS constantly alternates between being at max fps, and being significantly lower than max fps. When I check the GPU utilization in task manager, the graph (first picture linked below) shows constant spikes. This isn't a GPU problem since this never happens with any other game. Strangely, whenever I reinstall my NVIDIA drivers, the problem completely disappears (second picture linked below). This only lasts for a random amount of time, and then the problem randomly starts again, and I have no clue why. I don't change any settings, it just randomly begins to happen. I could keep reinstalling my drivers every time the problem starts but that's a pain and clearly, this is not normal. Does anybody know what might be up?

Does changing the frame limiter in the game/settings change anything about the issue? If you are playing on unlimited I suggest switching to optimal.

My fps is capped at 480, which a 1660 Ti can 100% handle fine.

osu! version: Stable 20211122.1 (latest)
click on magnifying glass and search for system configuration
then select the box that says selective startup and uncheck the box that says load startup items

then click on services tab and check the box that says hide all microsoft services

after this click on disable all

then apply and ok
a little box will pop up on screen and say you must restart pc to finish applying changes and click the restart now button

what does this do? why would i want to disable every service
