Problem details: HS copier (v.2.1.1) isnt working for me

First, this subforum is for the question or assistance in running osu!, not for the community projects.

Hitsounds copier is a really old program. I doubt if it's being maintained by the user anymore. Maybe you should try other hitsound copying program?
