Прошёл карту на ss , зачитано 95% от pp (82 pp) 78 pp, но дали всего 21
почему так происходит?

Система баллов за эффективность взвешивается в зависимости от того, сколько раз вы играли на карту, и если это ваш самый высокий балл, вы получите полные баллы только в том случае, если вы играете на карте впервые или это ваш самый высокий балл.

Maybe Google translate just did a really bad job of translating Russian to English, but if this reply is saying that performance points are weighted based on the number of times you've played a map, then that is completely incorrect.

Only your best score on the map will award performance points, and even if it's your first time playing the map, the score will still have a weight applied. When you set a new score, all other scores below it in your best performances have their weights slightly reduced, which causes the net gain you see to be less than the actual weighted amount.

TLDR: The score is contributing 78pp to your overall pp, but the change in pp you see after setting a score will always be less than the weighted amount.
