A week ago i downloaded a skin and played a while with it, then came to the conclusion that i needed to change hitcirle colors, so did i, and it worked well.
Today i wanted to change colors again because it looked awfull and couldnt find the skin.ini file.
I checked my other skin folders and none of them has a skin.ini file in it (or i cant find any of them).
So i decided to create my own skin.ini file to change my hitcircles, and while dragging the new file to the skin folder, a pop up asked me if i wanted to keep the original file, which means that there IS a skin.ini and i just cant see it.
If it can help, i had to unistall osu yesterday then re-install it, so i had to move manually my maps and skin folders to avoid getting them deleted
