I downloaded a 100 skin pack from https://youtu.be/8zELt4RK_ak. But when I extracted the files and pasted it into my skin folder, it only shows the default elements. Is there a way to fix that?

Have you selected your desired skin in osu! settings?
Can you check your skin folder? Its directory should be like this:
followed by a bunch of files.
Can you check your skin folder? Its directory should be like this:
C:\osu!\Skins\(skin name)
followed by a bunch of files.
If you happened to find another file contains the skin elements inside the "skin name" file, move out the skins elements from that another file.

Update : Please check https://imgur.com/a/1nv2xQn out. Is it maybe because of the @2x?
@2x files only works on around 1600x900 res or higher iirc, so you'll wanna downscale those to half the size
