that's literally one of the easiest type of heathbar you can skin...
Also don't ask somebody to make it for you for free. Either commission someone or make it yourself.

It's basically just a solid line with a copied layer below it with blur added and hue shifted more towards dark blue.
that HP bar is not a secret, maybe even this skin has the HP bar just maybe!
