Why can creation of package during upload take almost eternity in some cases?

I think he's saying that uploading a map can take a lot of time than expected. (Had times where the upload progress bar resets itself rapidly before stopping and slowly fills up correctly)

the only thing i can sensibly think of is large file size, or slow connection.

more random guesses with no basis from me personally are the connection between you and the server is distorted, or the server has a lot of current processes due to more online people and thus more people updating maps.
