[Metadata Proposal] Prioritise arranger over composer

Metadata sources often list both composers and arrangers for songs. This is especially common in video game ost (pokemon) but is often found in other mediums. It is a common mistake to cite the composer as the artist, this should not happen.
Almost always use the arranger over the composer, especially if it’s a remix of it - Lanturn

Example A
https://osu.ppy.sh/s/967778 - Ichinose Go - Mishiro Town
https://osu.ppy.sh/s/899078 - Kageyama Shota - Mishiro Town

Ichinose Go composed and arranged the piece in 2003.
Kageyama Shota took the piece and remastered it in 2014
Ichinose Go was not working at Game Freak during the development of the 2014 remake. It doesn't make any sense to credit him.

Example B
Literally any touhou song
Crediting the composer would make ZUN the artist of all touhou songs and remixes.

I don't know what exactly to phrase as a rule addition and this might be limited in scope, feel free to add suggestions
Guideline
For songs where the composer(s) and arranger(s) are different people, the arranger(s) should be prioritised as the artist.

This rule could potentially be expanded to include singers since that's what we do for covers(?)

I think arrangement as a term varies too much to apply this...

It is sometimes used as an alternative term to refer to remixes. Like touhou arranges as you mentioned. In which case, yes it should always be prioritised.
And sometimes it is often used in collaborative works, and the composer is still credited everywhere else as the main artist. Arrangement ends up a very broad term that applies to everything from remixes to deciding how an original song is mixed.

For example.
The vast majority DECO*27 songs
https://osu.ppy.sh/beatmapsets/862746#osu/180465 would be Rockwell instead of Deco*27
https://osu.ppy.sh/beatmapsets/413117#osu/960875 would be Naoki Itai instead of Deco*27
https://osu.ppy.sh/beatmapsets/160126#osu/534946 would be kous instead of Deco*27

and suddenly you see all these original songs attributed to primarily Deco*27, advertised as such, sold as such, would be made to have different, less recognizable artist fields on osu.

In cases like this, arrangers are often considered secondary artists in collaborative works.
On the other hand while it could make sense to enforce for arrangements that are remixes, there's also the fact that this exists:
For Remixes/Covers, the original artist may be used in the artist field, as long as the title field is modified to clearly show that the song is remixed. This marker should all be in parentheses and contain the Remix/Cover artist followed by descriptor.


which already implies that for remixes/covers, the original composer may be used in the artist field IF the creator of the remix/cover is still specified properly by adding an additional tag to the title field.

And in cases where what is considered the primary artist osu should list is ambiguous for original songs, there is also this:
If a mapset track was contributed to by multiple artists, they may be listed with commas inbetween. If there are 3 or more contributing artists and they are not part of one officially labelled group, Various Artists or other descriptive artist labels may be used instead.


so like.. we have stuff to cover issues related to multiple artists or clarifying variant works already.
specifying that remixes/cover artists should be prioritised if the song is a variant of an original could work maybe as long as it stays clear the first allowance I mentioned is allowed as an option too.

I'd like to mention that this would make a bunch of older maps have the "wrong" artist in this case. Take IOSYS as an example.

ok fair enough, maybe it shouldn't be a guideline since there are cases where composer is used + existing rc somewhat covers this a little

Noffys suggestion where "for remixes / covers, the arranger should be prioritised" works better

In cases where the arranger is included in the title, the original artist should probably be prioritised
eg https://osu.ppy.sh/s/934144 + metadata source
but otherwise yes makes more sense now

considering the op's main concern was kinda debunked by https://osu.ppy.sh/community/forums/posts/7105312 and the addition about remixes/covers aligns with metadata we already use 99% of the time i dont think this change is necessary :(
