Hihi! I would very much appreciate it if anyone could help me with this problem I have.

So every time I start a song, a block of overlay drops down and says "good luck" then disappears after couple seconds. I attached what it looks like here: https://imgur.com/gallery/dHIFomW
I found its file (mode-osu-small) in the skin folder: https://imgur.com/gallery/3gP33WQ and tried to delete it but it makes the overlay in song selection menu disappear as well. Is there a way to delete just the drop down at the start of a song?
Here's what it looks like for a different skin I have: https://imgur.com/gallery/19JtJ0s
The file is named mode-osu-small as well.

Thank you very much!!

The drop down effect is what happens when you use mode-osu-small to skin the top bar (or any other method). Because we can't skin the top bar directly, we have to use pieces from the bottom of the screen, which animate downwards instead of upwards.

If you just want to get rid of the good luck part and not the drop down in general than that would be possible. Just cut off the toppart of mode-osu-small that has the message.

Ahh I see! Is it basically impossible to remove the drop down effect then? I still would like to keep the top bar overlay in song selection menu c:

Will the top bar overlay disappear in the song selection menu as well if I cut off the top part? https://imgur.com/gallery/E5ZnLWL

Yeah, sadly you can't get rid of the drop down effect. You can only make it more seemless by adding a message at the top of it which is only visible when it drops down (like in your case) or by other methods.
