HD can make a map easier or harder depending on the player. So why does it add pp to maps that make it easier? I think its probably because theres no way to calculate how much or how less pp it should give the map as its based on the player and his reading style. In that case why not make it so that HD doesnt add any pp but is still a rankable mod which is played by players who find the map easier to play with.
