There is none in osu!. That makes it tedious to scroll beatmaps.
Make it customizable in skin.ini, threshold and power.

Hold right click and move your mouse up and down.

There's a Quick Scroll feature already, just as what Twiggeryy said.
[ HOLD RIGHT CLICK ] + [ DRAG UP OR DOWN ]

(of course right click on an empty area, not on a beatmap.
