Confused about one-difficulty map ranking criteria

On the ranking criteria page, it says that maps with one difficulty can be rated only if they have over 5 minutes of drain time. However, I have seen multiple of these maps that are under 5 minutes ranked. Example: https://osu.ppy.sh/beatmapsets/906756#osu/1892206

Asking this question because I plan on going for ranked with a song that is about 4:40 in length.

It's clearly stated in the ranking critera:

If the drain time of the highest difficulty is...

...lower than 3:30, the lowest difficulty of each included game mode cannot be harder than a Normal.
...between 3:30 and 4:15, the lowest difficulty of each included game mode cannot be harder than a Hard.
...between 4:15 and 5:00, the lowest difficulty of each included game mode cannot be harder than an Insane.
...anything higher, the beatmapset is exempt from reasonable spread rules.
