There are already a huge number of solo and team tournaments that are open to everyone that are run by people on the forums. That is probably good enough

Not exactly what you are requesting, but the client and website of osu! are both being redone, and one new key feature will be the ability to create teams. That's pretty close to what you are requesting. You can see the original feature request here . Read the first sentence!
Also, as Sandy mentioned, there are a lot of tournaments run by the community, so you can check that out also.
