Toggle kiai effect on main menu [Denied]

Reasons:
1. There's an opinion "This is offensive to the eyes."
2. For the low specification-pc users, I think this will cause lagging(maybe).

Just a suggestion.

Seeing as peppy has denied a toggle for kiai time on maps themselves for such a long time I highly doubt he will allow a toggle for this either~
