I meant my "white Filipino" as mestizo, a light-skinned Filipino. Never thought of myself as a "white, caucasian Filipino".

Whenever a filipino comes into my dance studio asking to be taught, I first ask them where they come from and if they answer with some stupid shit like, 'I was born in Philippines but I'm actually Thai', I kick them out straight away.

If you've lived enough in an area in which you've naturally embraced and accepted the surrounding culture as your own then you may call yourself a member of that area.
For example:
Khelly has visited OT enough that he naturally posts quality material on OT Haha when did that ever happen...
Therefore he is a resident of OT.
Also back in the Philippines I have Viet friends that spoke more Tagalog than they have Vietnamese, even inside their household. They do get in touch with their roots by visiting relatives in Vietnam. All in all they are as Pinoy as they can get.

the problem with this logic is the fact that purists wouldn't apply the same thing at all
they would integrate their own culture in a foreign place despite having a culture already there present. it wouldn't make sense on a technical standpoint, as it is going to be hard unless there's already a pre-established community in the foreign place, but a good example would be the foreign ofw communities that are from the ph.
