Fake Claims are usually mod given to match flavor so that scum that have no knowledge of flavor aren't at a disadvantage, it's also common in setups where it's alignment indicative for flavor.
Alternatively the mod may randomize flavor for alignment, but even then if your flavor gives you something like "Godfather" or "Strongman" and you have no knowledge of flavor the mod might give you a fake claim of another role that matches flavor but doesnt look scummy.
The most common way for fake claims is that the scum, picks a role and the mod gives them a fake claim based on the role they pick, it's not spoon fed, scum also gotta think it through.

Persona 4 mafia on MS my character was Yukiko who's very known in the game for healing spells and scum targeted me thinking i was a doctor when i was actually a VT.
