To come back to the topic, if I remember, peppy wanted to keep some graphics proper to osu, and i think pippi don is one of these.
But customizable characters would be great 8D

I have some ideas to customize taiko:
Menu to change clothes
Just a menu in options to change the clothes. Each skin should have an online code, so everybody will see your taiko. (I explain below)
Online Taiko Database
osu! should have an online database to store all created (and approved) skins for taiko, to easily load the skin in online gameplay, for example.
I had this idea based on my other idea, "Taiko Online Gameplay"

Oh almost forgot if peppy is gonna do the modifiable character then maybe there should be a custom sound with it also (or voice) when you do a combo! Imagine Cirno Saying "BAKA!" when you break your combo!

As i said, this is only temporary and I can't guarantee anything. I'm just giving you something to let you experiment while a fully solution is made available.
