Ideally i would rather not, since players are split evenly among 4 neighborhoods, but i would feel bad rejecting the latest 2 just because 2 more didnt appear. So i'll think of something.

Ok I have finished setting up all cards and characters, also I added the rules, rules in red are edited or added from the previous iteration of the game. Role PMs will be sent out later tonight after I finish deciding the number of copies of each card in the deck and randomize stuff.
