Prioritize universal key bindings over search and chat

Summary
Currently, if you bind a "universal keyboard binding" (e.g. the chat key or the screenshot key) to a non-function key, the key binding will be unusable while the chat, the options menu, the beatmap list or osu!direct search is open. This makes the key binding a little less than universal, and can make it impossible to open chat in certain places depending on your choice of key.

Currently, these binds are allowed by the options menu but do not work as one would expect having made the choice to bind them that way. I'm a little peeved that it's not considered a bug (see Urban Dictionary ;)) but there's not much I can do about that.

Use case / why it's a problem
I would like to be able to bind numpad 6 (which is near my fingers while I play) to show/hide chat, for quick chat toggling during gameplay. I would also not like this to interfere with normal use of the program, so it needs to work normally on the beatmap list and other screens.
Having the key all the way up on the function row is a pain because I need to move my hand up there and back, and get comfortable again before the end of the break in the song. I could check chat in shorter breaks and with less risk if this was implemented.

I disagree with this, I keep it at f8/f12 though, but I prefer song select/chat have priority tbh

Why would you prefer that song selection (etc) has priority?
If you chose a key like numpad 6 for toggling chat:
Without this feature you would be unable to open chat on the osu!direct search, beatmap list (yada yada). This is what happens when you give everything else priority over keybinds.
With this feature you would need to press the other 6 key to be able to search for 6 or type it in chat. Bear in mind that this is after the user has chosen to use the numpad key as a key binding, so they are expecting this to happen.

Consider your browser: it has key binds like ctrl+w for closing a tab. Pressing this will close a tab even if there is javascript on the page listening out for a ctrl+w press. The key bind takes priority because that is what people expect.
