tl;dr version:
New layer -> Make it full with black -> Add Monochromatic Noise -> Add Motion Blur -> Layer Blend to Screen -> Ctrl+J the Layer and flip it so you have 4 variations of rain -> Play it around so you make an animated rain..

Extra: Close up on the face/head. Make it really cute/moe and attractive. Add some of your own person flare to it as well. Possibly some sort of Winter theme to compliment the picture?
