As a quick way to manage and share map collections you can drop text files into osu! to have it create a collection based on the map indexes on file.
If any maps are not already downloaded osu!direct would create a queue for them.
To quickly export collections you could right click the desired collection and save it to wherever.
This would be a supporter feature of course.
To manually create a collection you would have the file name be the collection title and the song index have the format s/?????.
As an example how about you want to create a collection called "Waka".
The filename would be titled Waka.txt and its contents would look like this
