It can mean quite a bit of pp, especially when the songs get more difficult. I usually do not try for an SS though, because I would probably just end up rage quitting.

it only matters if the map is OD10 (HR)
There is a map that gives something like 180PP for 99.0% and 220PP for 100%, so yes, it definitely does. Might not seem like that much of a difference relatively, but the way PP works, a 120PP play for me is worth next to nothing, a 130PP play is worth a decent amount to me, a 140PP play is worth a big amount to me, and a 150PP play is worth a massive amount to me, so the difference between 180PP and 220PP is massive.
the bigger difference is between 97-98/98-99
