I use Paint.NET (free), got this plugin a while back to open .psd files.

If paying for Photoshop is your concern, anyway.

He said he didn't know how to edit, don't expect him to cut it out and position the scorebar color. Here you go, fitted into a neat package. Just open it and drag the scorebar files to your skin, and if you don't know how to, google it. You need to learn how to use photo editing software, not everyone will do things for you.
