sometimes when i try and download a skin off a profile or somewhere else it will never let me open the skin in osu

You don't have to tranform the rar to osk. Decompress the rar and copy it in to the skins folder.
In Mac you can find it if you make right click on the osu! app and select "show package contents". Then you'll get a window like this one:
