Mention Raw Input to New Tablet Users

If someone's starting Osu! with a tablet connected, and they have raw input selected, it should pop up a message mentioning they might want to turn it off. I know it would be impossible to put together a list of every tablet to make sure the message always shows up, but given how often this issue comes up, I think even if it's only the most popular ones it would be useful.

It could just be added to one of the tips that show in the main screen. Like the ones that say "take breaks every now and then...etc" , "alternate two keys to be faster" ,etc.
