This is mainly for fixing skin and SB/BG/Hitsounds/Difficulties additions. (i know you can download seperate osu. files already, but still)
Basicly when people fix a minor thing in their map like SB or add hitsounds etc.. you are forced to re download the map again to get the changes. i find it very unneccesary to have to re download the mp3 just to fix a small SB change. especially if the beatmap is a marathon map (usually over 10MB) which you downloaded while it's a WIP, and then further on SB is added to it.
i think this would reduce some traffic aswell?
Also, i'd like to see a warning (like the "you are missing this skin") when a SB or mp3 change has been made to the map.

Instead of fully submiting, i could "uncheck" mp3, video and stuff, so i could only upload the skin and sb.
