I already know that somepeople use some program such GIMP and Photoshop to design their cursor. But is there another program except them to design cursor, with easy tools and small size?

I have Photoshop, but getting trouble with it.

Anyway, to answer your question, you could try Paint.NET, it's pretty easy to use. There are also plenty of other softwares out there, but Photoshop, Gimp and Paint.NET are the most used.
