- Like the rest of the diff it's recommended to rename the diff into [Tsuka's Insane] (are you sure you are going to use "tsuka"? There's a mapper called tsuka and mapped a lot already...)
- In [tsuka] tag:
lucky star girls meow cast konata winber1 [tsukasa] kuronumasawako
while the rest is
lucky star girls meow cast konata winber1 [tsukasa] kuronumasawako
There's one more space after [tsukasa] in [tsuka].
- slider tick rate 1 might sound better because there aren't really 1/2 drum beats in the music, and it's odd when the 1/2 slidertick is loud like Hard.

00:02:761 (5,6) - A suggestion here: making the same jump like (2,3) and maintain a reasonable spacing for (6,7). Try to put (5) at (240,224) and (6) at (144,232).
00:05:408 (6) - [Nazi] you can move this up 3 grids to complete a symmetrical figure and align with coming combo.
00:06:291 (1,1) - well I don't see the reason to NC these notes...
00:12:291 (10,1) - you can produce more variation than simply stacking, put these two notes so that (9,10,1,2) forms a 1/2 stream with equal spacing like http://osu.ppy.sh/ss/350153
00:23:055 (3,4,5) - a bit confusing on the spacing, especially (3,4) is quite quick and it's hard to realize that (4,5) has larger timing separation.

Some good idea on the rhythm but the placement can be improved a lot, especially making reasonable jumps and spacing. The vocal phrasing is a good reference for the jumps.
