Problem Details:
As far as I know, the rank of the highest score should show up in the score selection. However, this isn't always the case as shown in the screenshot. Some people in #dutch told me osu! sometimes chooses the latest play to select the grade shown.

It chooses the one that was submitted online. Try setting the scores to show global ranking, that might fix it.

Don't mind multi since the issue was first for solo and then its multi

Only the best score can be submitted to global ranking (checking global ranking should fix grade)

Uhm, the best score is submitted. This is not the problem.
