Make Background Video act like other VS toggles

Currently if you have Background video turned off you can't turn videos on for individual maps, but you can do this for the other Visual setting toggles. Could this be changed?

Yeah, sometimes I feel like watching a replay with video background and it's kinda annoying that it can't be toggled like the other visual settings
