I´ve looked JFF for the oldest beatmaps and saw that https://osu.ppy.sh/s/2 and others were deleted.
Why not fill the empty places with new beatmaps?

It will probably cause conflicts from the players who have those deleted beatmaps so those slots can't be replaced.

even if they could be replaced, result would still be the same

There isn't a lack of ID numbers for beatmaps so this is pointless anyway.
