Basically make the following forum sections available to be read by guests (without logging in):
- "Completed Requests" sub-section in "Feature Requests" section
- "Resolved Issues" sub-section in "Technical Support" section
- "Confirmed (Low Priority)" sub-section in "Technical Support" section

I don't see the point in making these sections not visible to guest, and making this visible to guest means more convenience to users browsing the forums without having to log in.

I'd like to know the reason why it is hidden to guests, I'm sure peppy has something to say about this. Leaking some information to non-members don't make that much sense.
