There are plenty of ranked anime-related beatmaps in osu!, don't know what you're talking about...

They are either the opening or the ending but not a soundtrack itself from the series.
Like OST? There are also plenty, but possibly less than OPs and EDs not because of copyright, but simply because they aren't as popular.

Copyright stuff has nothing to do here. If you're looking for something in particular maybe you will not find it because maybe it's not very popular, or people just didn't feel like mapping it.
