Nothing is preventing you from sending an application :p
All you need is good mapping/playing experience, I guess. If you're able to tell why x or y map is awesome and should be on the chart, you pretty much have your chances.

No modding experience is required, but it is a plus.

1. Being active in playing newest maps (How will you vote for maps if you have not even seen them?)
2. Have an experience in playing (How will you vote for maps if you do not know what the real good map looks like?)
   

   We are primarily looking for members with a good amount of playing experience;

   I am not saying that you will be not accepted, but I can't really say that since April you have gained a lot of experience in a game.
3. You need to be able to give an opinion and state the reason WHY this or the other map is worth being in a Chart. Explain what is good and what is bad there.
4. Furthermore, this was not specified here, but a good expression in English is recommended. (While reading your replies and posts I cannot say that you have a good command of the language and can prove your statements so that people would understand it..)
