The best way to counter this is to play push champions. Pushing champions will help with being not ganked and more map presence. Some push champions that are decent in twisted treeline are Jayce, Cass, and Mordekaiser.
Lissandra seems like a pick or ban champion because you can't gank her and her cc/damage/push is very powerful.

To answer your question. No Xerath doesn't really work against 90% of the tops. Especially clarity, heal, and dorans ring start Xerath.
