[web] Give the ability to use forum icons in language boards

It'd be a good thing if people could use forum icons in language specific boards, especially for important thread such as the one explaining the rules of the forum which would be marked with a , or the "ask for help here" threads (people tend not to notice them a create thread only to ask a specific question, and the boards end up being flooded with them). It'd help people notice them.
The circle, taiko, ctb and mania icons could be used on threads dedicated to those game modes aswell.

I can see this feature being abused anyway, people would use icons on every thread they create, and the icons would lose their meaning, so maybe give the ability to moderators only ?

Everyone as long as you can only add it when you are making the topic, and moderators can come and change it.

and not just the language boards, there are information topics in almost all forums, so they could be marked with the information icon.
This would also be useful in Gameplay & Rankings since there are still a few taiko/ctb/osu! specific topics. With this, the ability for everyone to change the topic icon at will should be removed in Skinning. So just hosts and moderators can change it.
