Personally I think your theme is...interesting, considering how much thought seems to have gone into it.
However, in regards to the Lurker,
"You may vote, but your votes do not count. If a condition is met where it can be logically determined you are the Lurker by examining the votes, you are B& immediately."
uhhhhh that seems really really unfair to the Lurker. It's probably going to be pretty easy to figure out whose vote isn't counting unless I'm missing something. How about, if he's figured out then...sucks to be them?

Also, if there is a tie then the boot goes to the person who reached that number of votes first. With that in mind I don't think it will be that hard for the lurker to blend in
