It's simple: I have an idea to add to the file skin.ini string "Version". This will help the players to watch for updates skins.

Why don't you directly add the version of your skin in the skin name ? This way people can have 2 or more versions of your skin.

The template's skin.ini even suggests putting the version in the skin name. Gonna go ahead and deny this.
