Video Dilemma: Cannot obtain a small video filesize

Okay, so recently, I think I figured out why my map isn't uploading properly, and more than likely it's because the video file size is far too big. To my understanding, the Osu map file must be 24 MB, but the video file I'm using is 23.8 MB, and the music file is 4.11 MB, which, naturally, crosses the limit. I've tried finding video converters that would help place the video in AVI or another format, and reduce the amount of filesize, but by doing that, I usually sacrifice far too much framerate, or the quality just plain sucks. I've tried using the video adding tutorial as well, but Vixy doesn't work all too well, and I still end up with a large filesize. If possible, could someone please point me in the direction of a video converter that allows me to reduce the filesize without sacrificing too much of the video quality? It would really be appreciated. Thanks for taking the time to read this.

First of all, delete sound from video, then use XviD codec (or any other) and try to compress (I personally use virtualdub + xvid codec).

What kind of program would you recommend for deleting audio?
