It also just happened with Hatsune Miku-Melt! What's going on here?!?!?!
Just download the pack. There have been some beatmap hosting issues, which is why restrictions are there in the first place. I'm not totally sure why you're getting this message after two song downloads, but it's not really that hard to just download the pack. Besides, that pack has several likeable beatmaps besides the Hatsune Miku one.
You're still downloading too many in too short a time frame (it doesn't keep track of number of downloads in a day, I think; it's just a cooldown time after every download). When you downloaded One Night Carnival, you could've downloaded any song (such as Melt or Miku Miku ni Shite Ageru), but now you have to wait again. Shouldn't take too long, just be patient.
