"thinking in terms of activity" could mean noming just less complex maps from time to time just to meet minimum or a person that noms 3/4 maps per month and go inactive if you meant the second one I still think it's bad idea to kick those bns since they are doing it for free anyways and its still 3/4 which is better than 0

It's not the system. As BN it's obvious you would pick simple map over something complicated (it's free activity for you or w/e) so you would have to fix human nature rather than system. The only thing you could do is to block those kind of maps or turn yourself to dictator and destroy freedom of bns.
