People map songs they like. If the song is slow AR gotta be lower too for 'object density' on screen to be decent - so patterns are readable and at the same time movement is intuitive. Lucky for you there are DT, HR and even a mod to adjust any parameter you want in Lazer if you somehow managed to avoid playing maps with certain AR and lose an ability to do so.
The moment it got ranked is random, some diffs are made in 2014, some - 2 years ago. Nothing to do with the trend for this September.
