I know it has been ranked, just curious drain time < 5:00 maps now can be directly ranked now? According to RC, if the difficulty is higher than Insane, it needs an <=Insane diff. Is it mania specific rule?
yes it is a mania-specific rule
You will see this in the standard rc right below the drain time rules:
"osu!mania beatmaps are bound by a different set of drain time thresholds and other spread rules defined in the osu!mania ranking criteria."

Go under Overall --> Rules and you will find "If the drain time of each difficulty is..."
You will notice that this map is longer than 4 minutes, which has no requirement of the lowest difficulty due to its length so there is no problem.
