Your current mp3 is encoded at 153 kbps and cuts off at 15.8KHz https://imgur.com/JdOUShk which is expected from a file encoded a 128kbps, and its pretty low quality. For reference, 192 kbps audios usually cutoff at 17.5KHz . As this is not an official cut I can't find it online so you would need to make the cut by yourself with a better audio or decode the audio to its original quality (128 kbps)
yea sorry, its not that easy to learn how to fix it so I found myself some time to do it for you: https://enerugii.s-ul.eu/VoaiT67Q.mp3 new offset should be 1302.
In case you want to learn how to edit your own mp3 for the next time, you should download an audio editor (Audacity is easy to learn + free) and explore it a little. Using 128kbps mp3s isn't recommended as the audio would still be low quality so try experimenting getting the best quality mp3 of a certain song and cutting sections in audacity while making sure the timing don't mess up after the cut, remember to export it as 192kbps since thats the highest quality audio possible in osu!. It takes a lot of practice and keep in mind this is only 'easily' doable with single bpm songs, with variable timing comes more complexity to the cuts and its likely to get it wrong.
