Quick Skinning Question

So I was playing this beatmap and it had the default osu! skin, but the outside of the sliders looked like this

and I was wondering how it's done because the beatmap didn't come with a skin or anything so I know it's the default one but I can't figure out how to change it.
Any help? TIA

That's a setting in the skin.ini-file in the beatmap (your own skin also has it)
Something something SliderBorderColor or similar naming.
You should visit the wiki for more information on that topic and use the Skinning forum if you got any more questions the wiki can't answer. There are also a lot of other resources in that forum so make sure to check them out.

I'm sorry that this is probably a dumb question, but where do I find the skin.ini-file?

I didn't tell you to use the wiki for nothing you know. There is really a lot of information to find, almost everything one could ask.
