Hold shift while opening osu! then click on the 'Repair osu!' button at the bottom.
Or go into your osu! cfg file and change BloomSoftening to 0, save and try launching osu!

How do I access the cfg OSU file?
in your osu! folder, there will be a file called osu!.<pcname>.cfg. open that and do what has been said aboveAirmanNeko wrote:

Your default osu! install path should be /appdata/local/osu!
To go there, you can also type %localappdata%/osu in the address of Windows Explorer
