In this post ppy says "Latencies for 3-8ms are not perceivable by humans" Yet people I know and myself say otherwise 3-8ms does cause massive input lag and I think that there should be a fame limiter implemented for 1ms. Please get back to me on what you guys think

You already can do that actualy, as you can set your custom frame limit.
To do that you just have to open your osu! folder and find osu!.USERNAME.cfg, and open it with a text editor like notepad.
Find CustomFrameLimit = 240 and change the 240 to the value you want. For 1ms you probably want it at 1000. You'll be then able to use it in game with F7.
Note that you must change that when the game is closed.

Exemple :
If I set mine to 1000 I get this : . My PC isn't even good enough to get to 1000 fps but you get the idea. I'm usualy having this value set to 300fps which gives 3.5ms.

As much as I love the pepster. That statement is completely false.

As for allowing custom limits, that exists as posted above.
